If you define counting as any form of enumeration, then there is evidence that it is present at a very young age, and even newborn chicks have been shown to be able to do this (look up "subitizing"). Similarly, logical thinking encompasses a very broad number of skills that develop at different time points. Also, just ignore answers below just citing Piaget, psychology isn't a cult.
